The benchmark is how many free allowances each company gets for every unit it makes. A company that emits less than the benchmark has allowances to sell. One that emits more must buy. Tightening it hands out fewer.
Run the same market twice, with two different responses, and see both finished at once. Nothing here changes the market you are playing.
You have no order in the market.
The benchmark was built from emissions data the companies reported themselves, and it was too high. The error comes to light now and the benchmark is restated to match those figures, so every company gets more free allowances than it needs.
A new process reaches the market at $20 to $45 a tonne, below most of what companies are using now. Every company can buy it, including the dirtiest.
Neither can be undone. Refresh for a clean market.
